Dear Students,

Congratulations on your scholarship to study in the United States! The Placement Department in the Cultural Office in Los Angeles is looking forward to assist 2018-2019 scholarship students with the following: application process to approved schools, authentication of their admission documents, and registration with our office. Please review the below information as it applies to your scholarship and future studies in the United States.

A. STATES UNDER THE JURISDICTION OF THE CULTURAL OFFICE, LOS ANGELES

Please contact our Placement Department if you will begin your studies in one of the following states:

C. PLACEMENT PERIOD

Our office receives a high volume of emails and phone calls during the release of the scholarship lists (June - November). It may not be possible to immediately respond to your emails and/or calls during this time; however, be assured that we are handling each request in the order in which it was received and we will respond as soon as possible (allow at least 5-7 business days for an email response). Please avoid sending multiple emails as it may further delay our processing times. We thank you in advance for your patience and cooperation during this process.

D. ENGLISH LANGUAGE (ESL) PROGRAM RESTRICTIONS

The maximum number of students allowed to enroll in each English language program at any given time is 50. Schools will be “CLOSED/RESTRICTED” once the maximum enrollment is reached. Admission documents will not be approved once program has reached maximum enrollment, please be prepared to apply to a different program.

F. ACCESS TO YOUR DAYRAH PROFILE – MINISTRY OF HIGHER EDUCATION

Students sponsored by the Ministry of Higher Education (MOHE): In order to process all of your requests, you must provide our office with access to view your profile in the Ministry’s Online Academic System Dayrah E-Services website.

Please click here and ensure that your Dayrah profile is assigned to the Cultural Office-Los Angeles.

Clear copies of the following documents must be uploaded to your Dayrah profile in PDF format and not to exceed 900KB:

  • Passport
  • Birth certificate (in Arabic)
  • High school transcripts (year 9-12, in English)
  • IGCSE/GCSE and AS/A-level certificates (if applicable)
  • High School Equivalency Certificate (if applicable)
  • Authorization to Represent and Release Information Form – click here
  • Immunization records (with specific dates of vaccinations received and certified by Ministry of Health)
  • TOEFL/IELTS score
  • SAT/ACT scores (if applicable)
  • Admission letter and I-20 (when available)
  • F-1 visa (when available)

Additionally, please ensure to add the following information:

  • Address in Kuwait

G. ADMISSION TO AN ENGLISH LANGUAGE (ESL) AND/OR ACADEMIC PROGRAM

If you have applied to an approved English language or Academic program and require a Prospective Financial Support Letter (PFSL) to complete your application: Create a “financial support letter” request in Dayrah’s Request System and upload the required documents listed below. Documents must be uploaded as PDF files.

If the program/university is open and approved, our office will submit the Prospective Financial Support Letter directly to the program/university within 7-10 business days of receiving the required documents.

If any further information or documents are needed to process your request, your placement advisor will notify you via email.

DOCUMENTS AND INFORMATION REQUIRED FOR ISSUING PFSL (ESL PROGRAM):

  1. Full name in English (as it appears on your passport)
  2. Civil ID number
  3. Your Dayrah profile must be assigned to the Cultural Office-Los Angeles
  4. Application confirmation email from the language program, must indicate:
    • Your full name
    • Name of the programr
    • Program start date

DOCUMENTS AND INFORMATION REQUIRED FOR ISSUING PFSL (ACADEMIC PROGRAM):

  1. Full name in English (as it appears on your passport)
  2. Civil ID number
  3. Your Dayrah profile must be assigned to the Cultural Office-Los Angeles
  4. Application confirmation email from the language program, must indicate:
    • Your full name
    • Major
    • Name of university and campus

H. AUTHENTICATION OF YOUR ADMISSION DOCUMENTS

If you have received admission documents from your language program or university: Create an “approval letter” request in Dayrah’s Request System and upload the required documents listed below. Documents must be uploaded as PDF files.

  1. Passport
  2. Your Dayrah profile must be assigned to the Cultural Office-Los Angeles
  3. Your official IELTS/TOEFL score must be uploaded to your Dayrah profile
  4. Page #1 of your I-20
  5. Official admission letter must indicate:
    • Your full name
    • Major (if academic admission)
    • Name of university and campus

MOHE scholarship students: Your authenticated admission documents will be uploaded to your Dayrah profile after 7-10 business days of receiving all required documents.

  • Pre-Travel allowance: You may contact the ministry to complete financial procedures and request pre-travel allowances once your authenticated admission documents, and all other Ministry-required documents, have been uploaded to your Dayrah profile. Our office does not issue pre-travel allowances.

Non MOHE-sponsored students: Your authenticated admission documents will be sent directly to your sponsor within 7-10 business days of receiving all required documents.

I. REGISTRATION WITH THE CULTURAL OFFICE

Students must register with our office upon their arrival in the United States to receive health insurance, official financial support and verification of income letters (if applicable per sponsorship), monthly allowance (if applicable per sponsorship), and to be assigned to an academic advisor with our office.

Failure to register with the cultural office in a timely manner may result in being dropped from classes or late registration fees that will be the sole responsibility of the student.

DOCUMENTS REQUIRED FOR STUDENTS BORN IN THE UNITED STATES:

REGISTRATION INSTRUCTIONS:

a) If traveling to Los Angeles and registering in person at the Cultural Office:

  • Bring clear copies of the six (6) required registration documents to the Cultural Office
  • Students have the option of attending orientation at 11:30 am or 3:30 pm; please arrive 30 minutes prior to your desired orientation. At this time, students can ask questions or address concerns. This orientation takes approximately an hour, so please arrange your travel plans accordingly. Please be advised that the office is closed for lunch from 1:00pm- 2:00pm.
  • Please understand that registering in person at the Cultural Office does not speed up the release of allowances or any other scholarship benefits. Registrations are processed in the order in which documents are received.

b) If reporting directly to your location of study:

  • Email scanned copies of the six (6) required registration documents directly to your placement advisor.
  • Submit your registration documents only after you have arrived in the United States, do not send your documents while you are still in Kuwait.
  • Send all six (6) of your documents together in one (1) email and in PDF format. Kindly ensure that your documents are clear and legible. If you send us documents in a different format, it may delay processing of your file and we may require you to resend your document to us in an acceptable format.

IMPORTANT:

  1. Please be advised that it may take 7-10 business days for your allowances and other scholarship benefits to be released. Please plan ahead and make sure you have funds to use while your allowances are in the process of being released.
  2. If you fail to send all required registration documents to your placement advisor, you will experience a delay in receiving scholarship benefits and will be asked to submit all documents required before any benefits can be released.
  3. It is important to know that registering with our office is mandatory and is your responsibility. Any late fees that accrue due to registering late will be your responsibility.

J. PROGRAM/UNIVERSITY REQUIREMENTS

Please remember to thoroughly read your I-20, admission letter, and all other documents included in the admission package that you receive from your ESL program/university for the following information:

  • Program start dates
  • Placement exam dates
  • Mandatory orientation dates
  • Health waiver deadline
  • Immunization record requirements
  • Other program/university requirements and deadlines

Students are responsible for completing waivers and document submissions by set university deadlines.
